Apart from the considerations set out above

in support of the exclusion of Chinese coins, there is a political aspect of the case which strengthens the conviction of myself and of my Executive Council that this action should no longer be defer-

-red.

The boycott of the longkong Electric Tramays Company is without doubt an attempt to intimidate the Government from taking the step now urged and this intimidation has been instigated by persons closely allied with the existing Government of Kwangtung Province, which has shown its very prone to inter- -fere in the internal concerns of this Colony. It is extremely desirable, therefore, to remove this source of possible future friction between this Government and any future combination to oppose its law or policy.
